Expert Evaluation Panels provide expert evaluation economic assessment of project proposals, as well as interim and final project reports. The members of the Panels, including their chairs and vice-chairs, are appointed and dismissed by Chair AZV the recommendation of the AZV Presidium. The AZV Presidium AZV Panel members from nominations submitted by the Ministry of Health and the professional community.
The term of office for Panel members, including the Chair, is two years, with the possibility of extension for a maximum of two additional consecutive terms. A person may be reappointed as a Panel member two years after the end of their original term. The composition of the Panels, their mode of operation, the conditions for the impartiality of Panel members, and the handling of data contained in Project proposals are governed by the Statutes and Rules of Procedure of the AZV Panels. The Panel is headed by Chair a Vice Chair.
In particular, the panels (
) prepare internal reviews of project proposals, arrange for external reviewers to evaluate project proposals, and prepare background materials and recommendations for meetings of the Scientific Council. They also evaluate interim and final reports on project implementation and prepare recommendations for meetings of the Scientific Council regarding the progress and results of approved projects.
If Chair or a member of the Panel applies for project funding as a principal investigator or co-investigator, the entire evaluation process is additionally reviewed by the Oversight Board.
The Panel’s members vote to decide on the conclusions drawn from its meetings and on its resolutions. A simple majority of the votes of all Panel members present is required to approve a decision and/or resolution.
Panel members are entitled to compensation for activities related to the performance of their duties. The amount of compensation for Panel members is determined by Chair AZV the recommendation of the AZV Presidium.
