Can personal funds also be included in the “In-kind” category? In other words, can I include, for example, the salary corresponding to the full-time equivalent specified in the project—which is paid by the employer but is not included in the required personal costs for the project?

If you do not have any funding from your own resources, the "requested" and "total – requested + in-kind" fields will be filled in the same way, meaning the same number will be entered. "In-kind" means that you will contribute some of your own resources.
