Announcement of a single-stage public tender for targeted support from the Ministry of Health for the years 2027–2030

The Ministry of Health (hereinafter referred to as "MoH") announces onFebruary 5, 2026, in accordance with Act No. 130/2002 Coll., on support for research and development from public funds and on amendments to certain related acts (the Research and Development Act), a call for proposals for the implementation of the National Research and Development Program for 2026 2026, in accordance with Act No. 130/2002 Coll., on the support of research and development from public funds and on amendments to certain related acts (Act on the Support of Research, Experimental Development, and Innovation), as amended (hereinafter referred to as the "Act"),

Estimated dates:

The start date for selected projects isJanuary 1, 2027(taking into account the actual date of contract signing).
completion of projects by December 31, 2030, at the latest,
The expected duration of the projects is 48 months.

Terms and conditions of the competition:

Subject of the competition

The Ministry of Health's targeted support is intended forapplied research projects, i.e., projects focused on original research conducted with the aim of gaining new knowledge, but primarily focused on a specific practical purpose or goal. Applied research means industrial research, experimental development, or a combination thereof; research in healthcare is focused on solving problems related to the diagnosis, treatment, and prevention of human diseases. Detailed information on the objectives and expected benefits is provided in the NW Program. Applications for targeted support from the Ministry of Health (hereinafter referred to as "applications"), sent by applicants on the prescribed electronic forms, must comply with the announced NW Program, i.e., contribute to solving healthcare problems.

Provision of targeted support

The method of providing earmarked support is governed by the Recommended Procedure for Providing Support for Research and Development from Public Funds under the Act, published at:

Proof of the applicant's eligibility

The applicant is required to prove their eligibility to carry out the proposed project in accordance with Section 18 of the Act. This obligation also applies to other project participants. The required documents are listed at

Criteria evaluation

The criteria evaluation are:evaluation , completeness, and correctness of the datain the project proposals, which also includes checking the consistency of the data contained in the project proposals, i.e., in particular, the description of the project in the required language, the ID number, compliance of the financing with applicable legal regulations, compliance of the proposed personnel costs with the relevant work capacities, proper justification of financial items, compliance of the proposed intensity of support and the actual share of funds requested from the provider in the total project costs,evaluation of theevaluation level of project proposals, i.e., the quality of the proposer (the ability and prerequisites of the proposer/co-proposer and their collaborators to solve the project), co-proposers and the composition of the research team, the quality of the project (focus and significance of the project, quality of the project proposal, feasibility, and other aspects of the project), and previous cooperation with the provider (results and methods of project implementation by the applicant and proposer in projects supported by the provider; factors such as violation of rules by the applicant in the management of the provided targeted support, fulfillment of all obligations defined in the contract, evaluation completed or currently implemented projects are taken into account), economic evaluation project evaluation ; when evaluation the evaluation eligible costs, the appropriateness of the proposed eligible costs in relation to the project proposal and the expected results is assessed, the degree of specification and justification of individual items of eligible costs, the share of funds requested from the provider in the total proposed eligible costs (i.e., the proposed aid intensity), and compliance with the requirements for the scope and definition of eligible costs.

evaluation of the evaluation level of applications will be carried out by the ČR Health Research Agency, which is a state organization under the direct authority of the Ministry of Health.

Competition deadline

The period during which applications may be submitted begins on the day following the date of publication of the public tender in the Commercial Gazette, i.e.February 6, 2026, and ends on March 23, 2026 (by 12:00 noon).

Evaluation period

This is the deadline by which the Ministry of Health will evaluation and decide on their funding. It begins on March 24, 2026, and ends on November 18, 2026, when the Ministry of Health will announce its decision to grant or reject targeted support in this competition on the websitePublic Tender – Ministry of Health (gov.cz).

Tender documentation

Detailed documentation and information necessary for processing and submitting applications, eligibility requirements for applicants, requirements for proving eligibility, and the method evaluation are described in more detail in the attached Tender Documentation.

Method of application

Application formsare available exclusively in the ISVP online application created for this purpose athttp://eregpublic.ksrzis.cz(hereinafter referred to as the "application"). The application must be completed and converted to PDF format according to the instructions contained in the application.

IMPORTANT NOTICE:

To access the ISVP application, you must have a user account. Information on activating your user account and logging into the application can be found inthe attached briefmanual.

The application, including attachments, must be submitted via the data box information system[1]no later than the last day of the competition period. Applications on the prescribed electronic forms must be delivered viathe data boxwith ID:f7eike4 (Health Research Agency of ČR, Ruská 2412/85, 100 00 Prague 10). Each application must be submitted in a separate data message with the subject line"AZV NW27-XX-00XXX"/ or"AZV NW27J-XX-00XXX" (the "X" will be replaced with the relevant project proposal numbers generated by the ISVP application). Only proposals created using the ISVP application and sent via the data box information system in a data message to the data box of the ČR Health Research Agency will be considered project proposals.Project proposals sent to the data box of the Ministry of Health will not be accepted for the competition.

The project proposal will be finalized with an electronic seal (signature) that identifies the proposal. The proposal must not be modified in any way, otherwise this unique seal (signature) will be broken. Project proposals in which this seal has been altered will be excluded from the public competition. Only the attachments specified in Article 4.2(15) ofthe tender documentationand required for the project may be attached to the project proposal in the application. Attachments must be uploaded to the application in PDF format. The attachment itself does not need to be renamed and must not be modified in any way (e.g., by saving).

Affidavits according to the annexes to the tender documentation and other documents according to Article 2.8 and 2.1(3). The tender documentation shall be delivered during the tender period in paper form by post or in person to the AZV ČR registry officeČR Ruská 2412/85, 100 00 Prague 10, in an envelope marked "NEOTVÍRAT – VES 2027" (DO NOT OPEN – VES 2027) or signed with a qualified electronic signature to the AZV data box AZV the identifier "f7eike4" under the subject "NEOTVÍRAT – VES 2027" (DO NOT OPEN – VES 2027). The original power of attorney (authorization) by which the statutory body of the tenderer/co-tenderer authorizes its representative to perform acts related to the submission of the project proposal shall be delivered in the same manner.All other attachments required by the Tender Documentation shall be submitted via the ISVP application as an attached file in PDF format.

Applications received after the deadline (see above) will not be accepted for the announced public competition.

Rights of the provider

The Ministry of Health, as a provider of special purpose aid, reserves the right to:

cancel this public tender as a whole in accordance with the law,
verify the applicant's details provided in the application,
not to justify to applicants the decision to grant/reject applications submitted in this public competition, unless the applicant requests justification,
not return applications submitted by applicants,
not reimburse applicants for costs associated with participating in the public competition and not recognize these costs as part of the recognized costs under the law.

Other conditions

according to the law, there is no legal entitlement to the provision of targeted support,
The final number of applications supported depends on the amount of funds available to the provider.
The conclusion of agreements on the provision of targeted support from the Ministry of Health is expected in November 2026, after the recipient has fulfilled the requirements prescribed by the provider. Applicants are required to accept the draft Agreement on the Provision of Targeted Support from the Ministry of Health.
