Announcement of a Single-Stage Public Call for Proposals for Targeted Funding from the Ministry of Health for the Years 2026–2030, Subprogram 4: Support for National Authorities in Priority Areas of Health Research
The Ministry of Health (hereinafter referred to as “MoH”) is announcing onApril 29, 2026, in accordance with Act No. 130/2002 Coll., on the Support of Research and Development from Public Funds and on Amendments to Certain Related Acts (the Act on the Support of Research and Development), as amended (hereinafter referred to as the “Act”),

for targeted support from the Ministry of Health for medical research and development projects that align withtheannouncedProgram to Support Applied Medical Research for 2024–2030 (hereinafter referred to as the “NW Program”), specificallySubprogram 4: Support for National Authorities in Priority Areas of Health Research(hereinafter referred to as “Subprogram 4”).
Estimated dates:
- The start date for selected projects isAugust 1, 2026(subject to the actual date of contract signing),
- completion of projects by December 31, 2030, at the latest,
- The estimated duration of the projects is 53 months.
Terms and conditions of the competition:
Subject of the competition
The Ministry of Health’s targeted funding is intended forapplied research projects, i.e., projects focused on original research conducted to gain new knowledge, but primarily aimed at a specific practical purpose or objective. Applied research refers to industrial research, experimental development, or a combination thereof; research in healthcare is focused on addressing issues related to the diagnosis, treatment, and prevention of human diseases. A detailed description of the objectives and expected benefits is provided in the NW Program. Applications for targeted support from the Ministry of Health (hereinafter “application”), submitted by applicants on the prescribed forms, must comply with the announced NW Program or contribute to solving healthcare problems.
Provision of targeted support
The method of providing earmarked support is governed by the Recommended Procedure for Providing Support for Research and Development from Public Funds under the Act, published at:

Proof of the applicant's eligibility
The Bidder is required to demonstrate his/her eligibility for the proposed project in accordance with Section 18 of the Act. This obligation also applies to the other participant in the project. The required documents are set out in the tender documentation.
Only a beneficiary that has been specificallygranted support under the EXCELES program—as an implementation tool for Component 5.1 of the National Recovery Plan (“Excellent Research and Development in Priority Areas of Public Interest in Healthcare”), which is in accordance with Regulation (EU) 2021/241 of the European Parliament and of the Council of 12 February 2021 establishing the Recovery and Resilience Facility (RRF), unless the applicant has agreed otherwise with the project partners prior to submitting the project proposal to the VES Subprogram 4; if such an agreement exists, the applicant must, in this case, submit as part of the project proposal a copy of this newly concluded cooperation agreement with the partners (other project participants) valid for the entire duration of the project.
Criteria evaluation
Each project proposal will be evaluated in two categories:
- a) The quality of implementation by the National Authority under the EXCELES program from 2022 to 2025, taking into account the objectives and indicators of Subprogram 4 as defined by the Ministry of Health ČR 40% of the grant score).
- evaluation the evaluation proposal and project activities aimed at achieving the objectives of Subprogram 4 between 2026 and 2030 (60% of the grant score).
evaluation of the evaluation quality of applications will be conducted by the ČR Health Research Agency (
), which is a state agency under the direct authority of the Ministry of Health.
Competition deadline
The application period begins on the day following the date of publication of the public tender in the Commercial Gazette, i.e., April 30, 2026, and ends on June 11, 2026 (by 11:59 p.m.).
Evaluation period
This is the period during which the Ministry of Health will evaluation and decide on their funding. It begins on June 12, 2026, and ends on July 28, 2026, when the Ministry of Health will announce its decision to grant or deny targeted support from the Ministry of Health in this competition on the websitePublic Tender – Ministry of Health (mzcr.cz).
Tender documentation
Detailed documentation and information necessary for preparing and submitting applications, eligibility criteria for applicants, requirements for demonstrating eligibility, and the method evaluation are described in detail in the tender documentation. The tender documentation will be published on the Ministry of Health’s website on the date of the public tender announcement.
Method of application
Applications must be prepared in accordance with the Tender Documentation, which consists of a project proposal comprising several documents, including mandatory attachments and a form available exclusively on the Ministry of Health’s website at Public Tender 4 – Ministry of Health (www.mzd.gov.cz) and the website of the ČR Health Research Agency ČR azvcr.cz).
The provider considers a project proposal to be only a proposal that is submittedvia the data box information system[1]in the form of a data message with the textAZV Subprogram 4 XXXX” in the “Subject” field (where “X” will be replaced by the abbreviation of the authority without diacritics)as a PDF fileto the AZV data boxwith the identifier“f7eike4” ( ČR Health Research Agency, Ruská 2412/85, 100 00 Prague 10),no later than the last day of the competition deadline (June 11, 2026, by 11:59 p.m.).
The provider expressly notes that project proposals must be submitted to the AZV data box.
Attachments must be submitted during the application period in hard copy by mail or in person to the reception desk atthe ČR Health Research Agency, Ruská 2412/85, 100 00 Prague 10, in an envelope marked “DO NOT OPEN – VES Subprogram 4,” or to the AZV data box AZV the identifier“f7eike4,” or signed with a qualified electronic signature, with the subject line “DO NOT OPEN – VES Subprogram 4.”
Applications received after the deadline (see above) will not be accepted for the announced public competition.

Rights of the provider
As a provider of targeted support, the Ministry of Health reserves the right to:
- cancel this public tender as a whole in accordance with the law,
- verify the applicant's details provided in the application,
- not to provide bidders with a justification for decisions regarding the approval or rejection of applications submitted in this public tender, unless a bidder requests such a justification,
- not return applications submitted by applicants,
- not reimburse applicants for costs associated with participating in the public competition and not recognize these costs as part of the recognized costs under the law.
Other conditions
- according to the law, there is no legal entitlement to the provision of targeted support,
- The final number of applications supported depends on the amount of funds available to the provider.
- Contracts for the provision of targeted support from the Ministry of Health will be concluded in July 2026, once the recipient has fulfilled the requirements specified by the provider. Applicants are required to accept the draft Contract for the Provision of Targeted Support from the Ministry of Health.
