Is there a minimum time commitment for the principal investigator of the lead applicant (applicant) and the principal investigator of the co-applicant (partner)?

There is no minimum time limit. Of course, it must not be zero hours and the hours should be set at a level that corresponds to the work of the project. This applies to both the applicant and the co-applicant(s).
